VTV.vn - The Vietnam Supreme People’s Court and the US Supreme Court are hoped to further cooperation, especially in judicial experience sharing and court personnel training, PM Nguyen Tan Dung told US Supreme Court Justice Ruth Bader Ginsburg.
The Government leader said Vietnam has been accelerating judicial reform as well as successfully building a rule-of-law state and protecting justice and human rights. The country is also improving the judicial system in line with the Constitution, he added.
Justice Ginsburg’s visit was sponsored by the Department of State’s U.S. Speakers Program. The trip was part of ongoing efforts to advance the Comprehensive Partnership launched in July 2013. (U.S. Embassy Hanoi)

"Hanoi is educational" --
Here's an archive from 2009 - 2013. Interesting that:
"If you add the funding from the Vietnam Education Foundation to the Fulbright Program, the USG is spending more on education in Vietnam than in any other country in the world."

Its actually funded by vietnam paying off the south vietnamese debts to the US that were assumed when relations were normalized in the 90s. Maybe they are paying us back with some top human capital too.
