Any commissioned officer who uses contemptuouts words against the President, Vice President, Congress, Secretary of Defense, the Secretary of a military department, the Secretary of Homeland Security or the Governor or legislature of an y State, Commonwealth, or posession in which he is on duty or present shall be punsihed as acourt-martial may direct.
