The scope of the Hillary Clinton email investigation was so private, the OIG didn't have the security clearances needed to view the emails.
And, the emails couldn't be given to Congress.

A "Read On" is for a Special Access program. I've had three of them in my career. These are highly classified, need to know programs. Violating the integrity of these programs and the information in them is a felony. This is extremely serious and concerning for natl security
